“一带一路”战略下的教育国际交流与合作研究述评

　　摘要：作為“一带一路”建设的主要内容，教育国际交流与合作随着“一带一路”战略的实施推进亦成为当今学术界深入探讨的热点问题之一。其研究范畴包括“一带一路”战略下教育国际交流与合作的驱动因素、历史发展机遇、主要内容、面临的现实挑战及实践路径建议等。当前的研究呈现出显著的现实针对性和较强的多元性，但仍存在研究成果不够系统、学术影响力尚需提高，定性研究多、实证研究少等不足。结合“一带一路”建设的实践创新，未来一定时期内，“一带一路”战略下教育国际交流与合作将在理论深化、内容扩展、方法创新等方面拓展其研究空间，也将为新时期我国教育国际交流与合作的具体实践提供更多的理论参考和镜鉴。

　　A Review on Studies of International Exchange and
　　Cooperation in Education under the Belt and Road Initiative

　　Kunming University of Science and Technology， Kunming 650500， Yunnan， China）Abstract：With the Belt and Road Initiative， international exchange and cooperation in education， as a major element of the Belt and Road Initiative， has become a hot issue in academia in recent years. A variety of topics on the issue have been addressed in current studies， including driving factors， historical development opportunity， focus of exchange and cooperation， existing challenges and suggestions and comments. The studies at present represent a striking feature of practical relevance and diversity. However， there still leaves room for future studies， including scattered and unsystematic results， comparatively low academic influence and more qualitative but less empirical studies. With the undergoing construction innovation of the Belt and Road initiative， future studies in this regard will find more room in theorization， broadening of research dimension and application of new approach， thus providing more theoretical reference for the international exchange and cooperation in education in this new era as well.

　　作为新时期进一步提高我国对外开放水平的重大战略构想，“一带一路”建设为21世纪国际合作创生了一种全新的模式，已成为我国对外展示大国气象的“新名片”，被称为中国的“第二次开放”[1]。教育部指出：“教育为国家富强、民族繁荣、人民幸福之本，在共建‘一带一路’中具有基础性和先导性作用。教育交流为沿线各国民心相通架设桥梁，人才培养为沿线各国政策沟通、设施联通、贸易畅通、资金融通提供支撑”[2]。因此，“一带一路”战略下的教育国际交流与合作成为近年来的研究热点之一。本文尝试回顾现有“一带一路”战略下教育国际交流与合作的研究概括，以期抛砖引玉，进一步激发学界对本领域的关注和思考，并为“一带一路”战略下推进我国教育国际交流与合作提供参考和镜鉴。
　　一、合作基础研究
　　（一）教育国际交流与合作内涵界定
　　教育国际交流与合作是经济全球化大潮下教育发展所必然面临的历史选择和客观发展方向。“高等教育国际化通常是指跨国界、跨民族、跨文化的高等教育的交流与合作，即一个国家面向世界发展本国高等教育的思想理论、国际化活动以及与他国开展的相互交流与合作。”[3]通过教育对外开放，了解与世界发达国家教育发展之间的差距，引进其先进的教育理念和成功经验做法，以推进和实现我国教育的改革和发展[4]。《国家中长期教育改革和发展纲要》（2010-2020年）明确提出要“加强国际交流与合作。坚持以开放促改革、促发展。开展多层次、宽领域的教育交流与合作，提高我国教育国际化水平”。对于开展教育国际交流与合作的目的，卫道治指出，“引进先进的科学技术，为教学和科研服务，为培养人才服务，为我国现代化建设服务，是我国开展对外教育交流的主要目标”[5]。国际交流与合作已成为教育国际化的重要特征之一，也是各国实现教育国际化发展的重要途径。
